President Bush on Monday proposed a 2005 budget for the U.S. Agriculture Department that includes $60 million to expand mad-cow programs and speed development of a national animal identification system for finding diseased livestock.
The money will pay for testing 40,000 cattle for the disease, twice the number screened this year. Mad cow, or bovine spongiform encephalopathy, is linked to a fatal brain disease in humans.
