The move comes after a report into the way Scotland dealt with two outbreaks in close succession in Surrey last year - which led to livestock movement bans - identified shortcomings.

Mr Lochhead told MSPs: "I can announce we have commissioned an independent expert to revise the plan which will be put out to consultation in November. The plan will continue to be a framework to reflect the reality that every outbreak will be different."
