The struggle, which has been going on for 40 years, has included litigation recognizing Montana was caught between a conflict of agencies - the Animal and Plant Health Inspection Service (APHIS) and the Fish, Wildlife and Parks (FWP) - and that of the state and federal agencies, said according to John Mundinger, a private contractor in Helena, Mont., who began working on the issue in 1989 when he worked for FWP.

Mundinger and attorney John Bloom-quist of Helena explained the history behind the issue to the new Board of Livestock members during a meeting on May 7 in Helena.

To help ease the struggle of power, the three federal and two state agencies collaborated on an environmental impact statement and a plan, called the Interagency Bison Management Plan, to manage the bison migration and reduce brucellosis transmission opportunities.
