Japan Agrees That 100 Percent BSE Testing Is Not Required

After months of swapping details on efforts to guard against bovine spongiform encephalopathy, or mad-cow disease, Japan has accepted the U.S. position that all cattle do not need to be tested for the disease and that will be key in a future agreement, USDA Secretary Ann Veneman said Thursday.
