The action plan follows consultation on a review of how the UK was carrying out is animal health and welfare rules conducted by David Eves.

The Eves Review of the Animal Health and Welfare Delivery Landscape in England examined how animal health and welfare policies are delivered across the country.

This currently involves a range of organisations such as Animal Health, the Meat Hygiene Service, the Rural Payments Agency and local authorities.

The review made several recommendations on where improvements could be made, including closer working between the delivery bodies.

This is expected to contribute to one of the key themes of the Animal Health and Welfare Strategy - delivering and enforcing animal health and welfare standards effectively.

Following the consultation, Defra said it aims to continue to improve delivery with the help of Eves’ recommendations.

The department said that Animal Health is leading a programme to strengthen current arrangements for the enforcement of animal health and welfare regulations by local authorities, with the aim of improving all local authorities to the standard of the better performers.

Defra said it will draft legislation to remove the legal barriers to cross-boundary work between local authorities.

Defra added that it will involve delivery partners at an early stage in making or revising policy as well as engaging with stakeholders to help us achieve better policy.
