The banner, which covers about half an acre, was staked to a hillside on Wednesday between junctions eight and nine of the M3 at Basingstoke.

It is part of a campaign to promote sales of English lamb in response to the foot-and-mouth outbreak.

Police had asked the Highways Agency to investigate the sheep because of fears it would distract motorists.

'Support our farmers'

Now the council has demanded it is removed by Friday.

Nicky Linihan, head of transport at Basingstoke and Deane Borough Council, said: "There is a breach of the advertisement regulations.

"We have contacted the advertisers to advise them of this and they have agreed that it would be removed by close of business tomorrow."
