Ministers are considering lifting the ban following a report by the Independent Scientific Group on Cattle TB, to be published on June 15, which will conclude that a mass cull over a large area could help.
David Miliband, the Environment Secretary, is thought to have expressed his support in a letter to Cabinet colleagues, while admitting that the public may be outraged.
Jan Rowe, who owns a dairy farm outside Cheltenham, said: "Until we get a vaccine the only option we have is to cull badgers that are holding the disease. Nationally, at any one time we have got between four and five thousand farms that suffer and we are slaughtering between 20,000 and 30,000 cattle a year."
