The civic body presented a definitive action plan in the High Court stating that it would clear the stray cattle mess by next year and also begin allotment of plots in the Ghogha Dairy scheme initiated in 2005.

MCD Commissioner AK Nigam was asked to appear in person yesterday.

The Ghogha Dairy scheme ran into trouble last year when irregularities in the allotment of plots was reported by Congress councillors Ajit Singh Chaudhary and Sirish Chand Tiwari.

As per the scheme, all unauthorised colonies in the city are to be shifted to a new dairy in Ghogha, north-west Delhi.

The affidavit states that while 1,373 applicants were allotted plots, only 427 were found to be “genuine” dairy owners.

The municipal corporation also promised to extend the application deadline to July end to allow more dairy owners to apply.
