But, equally, it could be a risk if Defra did not take the concept of partnership seriously.

Either way, cost sharing was coming and was essential for the industry to enter fully into discussion to try to shape the future of the policy on its terms, he said.

Mr Pearce began by outlining the pressures on Defra to push some of the costs of its animal health budget on to farmers.

There were moves from Brussels to impose cost sharing and cut animal disease budgets across the EU.
