Question Weanling dairy calf can't stand

We have a bucket calf that is eating grain, hay and drinking milk replacer. He walks around when you get him up. He can't get up on his own. He's not gaining weight but his bowel activity is normal. Never had scours. We got him from an organic dairy after he was weaned off the bottle. Not sure what to do.
