Default Vaccines when do we need them?

In any given environment, there are breeds of native cattle which display a high degree of tolerance to local diseases. Some diseases such as Anthrax and Blackquarter (Quarterevil) are too virulent to have animals naturally resistant to, and so need to be vaccinated against where they are endemic, but many parasite bourne diseases such as Anaplasmosis and Babesiasis have local breeds which are immune. Should we encourage the selection of resistant strains, and not vaccinate - this would also include stopping or drastically reducing dipping for tick control - or should routine vaccinations be part of all breeding programs?
